The visa lottery was established by the Immigration Act of 1990 in an attempt to bring individuals to the U.S. from countries that had been sending few immigrants to the United States in the past.
Currently, approximately 50,000 foreign nationals per year are awarded visas based on pure luck to come and live permanently in the United States under the visa lottery program.
There are not many countries that offer Visa lottery but here are list of the few countries that do;

In order to apply for DV Entry Form (E-DV) one of the requirements is to be born in the country eligible for this lottery.
The list below shows the countries whose natives are eligible for DV-2019, grouped by geographic region. Dependent areas overseas are included within the region of the governing country. The countries whose natives are not eligible for the DV program were identified by natives are not eligible for the DV program which were identified by USCIS, according to the formula in Section 203(c) of the INA. The countries whose natives are not eligible for the DV program (because they are the principal source countries of Family-Sponsored and Employment- -countries) are noted after the respective regional lists.
What does the terms “native” mean?
Native ordinarily means someone born in a particular country, regardless of the individual’s current country of residence or nationality. Native can also mean someone who is entitled to be charged to a country other than the one in which he/she was born under the provisions of Section 202(b) of the Immigration and Nationality Act.
AFRICA

In Africa, natives of Nigeria are not eligible for this year’s Diversity Visa program.
